EH Bildu es la fuerza más votada en el conjunto de País Vasco y Navarra en las elecciones municipales, con más de 27% de los votos. Ha rozado los 370.000 sufragios. Desbanca así al PNV, que hace cuatro años le sacó 60.000 votos de diferencia.
El PNV sufre un fuerte retroceso en las principales ciudades y municipios vascos, y ese espacio lo gana EH Bildu. En una jornada con una abstención elevada (solo ha votado el 48,73% del electorado vasco), EH Bildu se acerca mucho al PNV, el partido tradicionalmente hegemónico en Euskadi, y logra un hito al imponerse en Vitoria, donde ha sido la fuerza más votada. Los independentistas crecen en los principales municipios vascos,
EH Bildu es el partido que ha obtenido mayor número de concejales en Navarra, 345 en total, frente a los 320 que logró hace cuatro años. Le sigue en número de ediles UPN con 246 representantes. Cabe recordar que en 2019 la formación regionalista se presentó a los comicios con la coalición Navarra Suma, que consiguió un total de 298 concejales.En el País Vasco logra 1.046 concejlaes frente a los 976 obtenidos por el PNV.
